Question extremely low CPU utilization compared to 7900xtx

SO, I am having some concerns. MY 7900xtx is charting between 70-99ish percent, depending on the game I am playing, while my CPU usage hasn't even cracked 8% on most of the games. Most of the time, the CPU is around 1-4% only. Is this normal?

ryzen 7 3700x (not overclocked)
7900 xtx saphire
asus b550 plus gaming
64 gb memory
2 tb NVME
1000w PSU

4k @ 120hz refresh rate...I am hitting the fps I am after easily.

Games are ..
WOW, FF7 REMAKE, FF15, Monster hunter world, death stranding, mar max, red dead redemption 2, etc ... Doesn't matter the game I try at this point. I am seeing low CPU usage and high GPU usage
