Intel i3-7100(lga1151)
MSI B250I pro gaming AC motherboard
1x8Gb ddr4 Vengeance DRAM
2Tb Western Digital 5400Rpm hard drive

Time:Ive been running this PC and trying to fix it for atleast 6 hours know(not constant).

Previous Success:Ive reached phases where I was able to boot windows only to encounter 0xc0000021a but thats not essential because I cant recreate that scenario to fix the operating system.

Issue:What is essential however is that I have been testing my motherboard because I cannot get it to boot onto my moniter.

Events:

he order goes 1.Cpu for about 200ms then off, 2.Ram for about 200ms then off, 3.VGA for 5 seconds and turns off all of the LEDS for 5 seconds then 1 on(200ms)then off, 2on(200ms)then off, GPU on for 10 seconds and turn off.

The process repeats with 10 seconds inbetween continously but I don't know how to fix it because Im not using a GPU in the system, im using integrated graphics but there is no issue with cpu....

UPDATE '1' :

I have removed every component and item on the motherboard, removed CMOS battery and shorted CMOS jumper, replugged the CPU,PSU(NO RAM, NO STORAGE) and did not go past ram as expected.

Installed RAM(NO STORAGE)Same issue.

Installed Storage through SATA 3 :

Still vga LED LIT but the fans 'revved' themselves a little which I did not expect although their connector was not attached and only powered by PSU.

Solution
So, if you can find someone to let you borrow a stick of RAM, to see if your stick is bad I would do that. Otherwise, RMA your motherboard. Sounds like you got a dud. Processor failure is pretty rare, so that's usually a last resort.
Sounds like your Motherboard is dead, or the graphics chip on the processor is dead. It happens. Try acquiring a graphics card (maybe borrow one from a friend) to plug into your motherboard, and see if it boots then.
 


Ive plugged in a GT 710 1GB,

The motherboard LED displays Ram for 5 seconds
Turns off
The motherboard led displays VGA for 5 seconds
goes off
Repeats 2x
The LED's don't turn on again and No boot whatsoever.
 
Hm, if your MSI board is like my ASUS, the LED's going off is a GOOD thing. However, if I'm reading your post correctly you're saying the LEDs are going through their flash pattern over and over? That would seem to me that the board is looping in POST.

Have you tried booting with your RAM stick in the other slot?
 


Every half an hour to an hour, Its currently in dimm1-B(I only have dimm1-a or dimm1-b).

And, yes your board has two slots. Have you tried booting with your RAM stick in 1-a?

On another note, is a new build that you haven't got working yet, or an old build that took a crap.
 


By time with Ram I meant with each stage of the testing, I often changed it over and it took roughly half an hour to an hour when I got past a different issue. The stick is in 1-a and its the same issue, and this is a brand new build and I haven't got an OS on it, however earlier on I did manage to get The boot menu after resetting CMOS but that was a while back and I longer get that menu anymore.

I don't know what I did that set it off but I changed my TV's ports , changed HDMI, unplugged and replugged everything and it suddenly works!
