Fallout 3 GOTY running slow on High end PC

Fallout 3 GOTY seems to be running very slow on my PC, which I thought would be able to knock it out of the park

Specs:
MSI 970 Gaming Motherboard
EVGA Nvidia GTX 960 4GB VRAM SSC ATX 2.0
AMD FX 8350
8GB RAM
Thermaltake Toughpower Gold 750W
Windows 8.1

In certain areas on both Ultra and High settings I drop my framerate down to almost 20 and I feel like it shouldn't be doing that at all

Any help would be great, thank you

It is a pretty old game and sometimes older games have issues running on newer hardware and OSes.

I would try this:

Also make sure you have the latest drivers for your GPU. Again, some older games don't get optimized or the love required for a newer OS and can cause them to run poorly even though they shouldn't.

I'm not sure how much of this guide is applicable to the GOTY release, but there were a number of performance issues found and modded when Fallout 3 first came out. I needed to use a number of them myself back then. Here is the guide: http://www.tweakguides.com/Fallout3_1.html

Your suggestions have helped but only a little, boosted the lowest framerate to around 30 but I feel like it should be at least at the lowest 40, so maybe I am shooting too high? I am unsure
