Fallout 4 dropping from 60 Fps to 30 Fps Randomly.

So I played fallout 4 last year and didn't have too much issues with settings, now i just purchased the dlc and restarted a new game, anyways now no matter what settings i change it will just drop to 30 and be pretty much un playable wich is starting to get annoying. Ive read alot of information on the internet i know im not alone with this.. My specs are intel i5 6400 turbo boosted 25% 16gb trident ram evga 1060 superclocked, i have nvidia on v sync with shadows turned all the way down. Is there anything else that would cause this? Ive turned the settings down from ultra to medium and no difference. Should I keep v sync on or off? Should i unlock or lock the frames? I was thinking this game has been out for 3 years now there has to be something.

A very poorly optimized game. I have a roughly on par set up to yours (I5 4460 and GTX 970) and I get the same problem, especially around the Boston Common/Goodneighbor areas of Downtown.
