Fallout 4 I Can't Click!

i just installed far harbor, amd when i go in the game menu to start a game, i can only scroll down the menu but not click on them. i went into my ini file and bgamepadenablewas already set to 0. i used a controller to play and still couldnt press the icons.

Some solutions I have come across is restoring game cache or unplugging the controller and re plugging it before it begins. These solutions have worked for me, hopefully they work for you.
