AMD quad core A10-9600P
8 GB ram

Fallout 4 lags even in low settings, mostly during combat. Why is this? Is my laptop that bad? Fps doesnt seem to change when using higher setting like medium or higher.
It's always 30-45 fps everywhere and sometimes 60 FPS depending where I am. But I don't really care, I want to have good fps during combat. Everytime I am on combat, my fps is like 15-20 it's frustrating. I always die easily to these gulpers, anglers and deathclaws even though I have high defense and kiloton radium rifle with better mods and perks. I can't aim properly without good fps and thats why I die so fast. And the combat lags mostly happens outside (duh I mentioned the swamp monsters). I'm fine combating inside because the lags are lessened.
Is there a fix? A mod? I have some performance mods installed and they seem to help but not in combat. I'd appreciate it if you guys find me a solution to this.
And for extra info, I did edit the .ini files because the game feels like crap due to the sensitivity, its as if you were playing on a console with a mouse.
