Fallout 4 low FPS low GPU usage

So I have been playing Fallout 4 again recently and I have been experiencing major FPS issues, mainly in Diamond City and Lexington. Normally it will run at a solid 60 but when in these areas and looking in certain directions it drops down to <20 frames. The worst areas are the Diamond city gate and outside the Mass Fusion Building.

My system:
Asus Strix 970
i5 6600K @ 4.4GHz
16gb DDR4 2133Hz
Gigabyte Z170-HD3 latest bios (F6)
250GB 850 Evo M.2 SSD (OS and Fallout installed here)
2TB HDD

I play at 1080p with Ultra (-God rays low -Shadows medium) however even on the low preset the FPS is around 40. During frame drops GPU usage hangs at 60% and is never over 80%, CPU is at ~80% maximum.

I have run this game smoothly at full ultra settings before in a past installation so I don't know what the problem is. I am running mods and an ENB but the problem persists when I disable everything.

I have tried all of the solutions I can find online. I use Shadow Boost which helps but doesn't solve the problem. I have disabled ipresentinterval and tweaked the nvidia settings to accommodate that fix and no change. If anyone has any ideas it would be much appreciated as I am on my last legs. The massive jumps in FPS make the game almost unplayable in the city and I am considering giving up.

Try this to ensure everything possible that could hold you back in video settings is fixed.
Force VSYNC OFF (screen tearing)
Force Adaptive VSYNC OFF (auto toggles VSYNC ON or OFF depending on whether you can output the desired frame rate which is 60FPS for 60Hz monitor... "half" method ideal for 144Hz monitors for most games).

NCP -> "Manage 3D settings"-> add game-> VSYNC OFF-> save
If this doesn' t work I suggest you test your pc with other games to see if under performing.


Power is high performance and there is no setting that seems to be out in nvidia cp so I really don't know.
 


Unlock frame rate by open Fallout4Pref.ini (simply search windows for it, but it is in your documents). Making a backup or delete the Fallout4Pref.ini then the game will auto generate a new one next time it is opened.

Search for the line iPresentInterval=1, and change it to iPresentInterval=0

Next to use vsync get the nvidia control panel or amd equivelant open and apply vsync here to avoid nasty screen tearing, as the above completely removes any frame rate cap.

Another possibly solution is to play in a bordeless window mode.
 
Hi I'm using a 4790k and a GTX 1080. I play on ultra and get 60fps all the time except in Diamond City and Lexington where I can get about a 10 fps drop (shadow boost makes it go back to 60 after a few seconds). The game just doesn't run well in these areas unfortunately so expect an fps drop. Since you said it played well last time perhaps you've not successfully installed a driver or something or a background process is hogging your system.
 


I think disabling the fps cap makes the physics freak out, I haven't tested it myself but it's worth a try.
 

Tahts why I stated to turn on vsync. Should help or even fix the issue.
 


Shadows are on low and distance is less than medium through shadow boost, I have dropped them as far as possible and it still is < 30fps.
