Fallout 4 Stuttering problem.

I'm having extremely bad stuttering in most of the game thus far. The only way my game does not stutter is if I have my resolution set to a laughable 800 x 450 and i get 45+ FPS on ULTRA. I definitely do NOT have a beast gaming rig, but this computer should be able to play this game at an okay setting. This stuttering issue is only with Fallout 4, and does not do it in any of the games i usually play. Anybody have a solution to this issue?

Specs:
AMD 3820 3.5 GHZ APU (4 cores)
6 GB RAM (Will be upgrading to 8 in a few days)
2 TB HDD (no SSD currently)
Geforce GT 730 2GB DDR5 OC
Dell E1910 (1440x900)
Windows 10 Home


Like i stated before, I realize that this is not a rig that should be playing this game on ultra at 4K resolution. A friend of mine has a lower end PC with integrated graphics and he is able to run it at 1080 on medium just fine.

Also, I did check out the optimization guide created by a user on steam, but did not help my issue.

Any help and response would greatly be appreciated.

I believe I fixed it. If you're for some reason having this issue and you have a NVIDIA card, go into NVIDIA's Control Panel>Manage 3D Settings>Program Settings, Select Fallout 4, and turn Vertical Sync to OFF. Also did some in-game optimizing, and it seems to be okay for now.
