Fan not working correctly GTX650ti

I have a GTX 650ti BOOST that I got from my brother. The fan turns on for a second after I power on the tower, but never will again after that.. I can push it to the point of shutting itself off... in about 2 minutes. No manual control will work. Tach reads 0 rpm.

Either bad fan or bad fan controller on the card.

try to use msi afterburner and try to increase the fan speed
