Fan problems with R7 260x

So in the last week my fan on my GPU has become much louder, I have had my GPU since January 2015. It used to remain at the same sound level, now it sounds like a vacuum cleaner when 15 minutes in to gaming.

I checked out Open Hardware Monitor and it shows my other fans remain at the same speeds while gaming or not.

My GPU works at 1060 RPM while not gaming and 1463 RPM when sounding like a vacuum cleaner.

So what I want to know:
Why has this sound suddenly started to happen?

Is 1463 RPM safe for my GPU?

What could fix it?
 
Solution
turn the pc off see if the fan full of dust. blow out dust if needed. boot computer into safe mode remove video drivers and reinstall them. then test gpu with case open use msi after burner turn of the fan ramp speed see if the fan still lound. if it is the fan may be failing and card may need to be rma.
