Fans, lights stay on once PC is shut down?

Just recently this started happening I noticed that when I hit shut down my computer, it shuts down, but my fans and LED lights are still running, and when I press the power button to see what happens, it actually turns my computer back on.

It doesn't happen all the time but it usually does.

My PSU is a XFX 750W and motherboard is an ASRock Z87 Extreme6. Have had both for a while now. And I am using Windows 8.1.

Does anyone know what is causing it to stay on? (the lights and fans).

To make it stop, I usually have to boot it back up, and click shut down again for it to be completely off.

Well there might be problem on hit shutting down button. It might be going to sleep instead of shutting down or something like that.
Check in Control Panel>Power Options>What happens on pressing the shutdown button!!!!

Also long press & single press have different effects!!!!!!!
