Fans not spinning

I have a 4gb gtx 960 and the fans have stopped working, and it's making a loud noise?

The fans don't kick in till about 64C , can you get them moving with the MSI Afterburner Software.

Yes, they're working now that I'm using msi afterburner, it was also making a loud noise? which has now stopped once they are spinning but do you know what that couldve been?

Fan bearing or stuck fan , they won't kick on till the thermal load of about 64C is reached.

Okay so it should be fine now? also should I close msi afterburner?

If it is fine now , shut down afterburner. I had that happen to my old MSI 960 , but everything was fine.

The graphics card is now making lots of noise once I restart? how do I fix this?
