Fans speed below 400 rpm

I have thermaltake case with preinstalled fans. http://www.thermaltakeusa.com/products-model.aspx?id=C_00001803
They are large fans and in BIOS it shows that fan 1 and 2 run at above 600 rpm, and 3 and 4 run under 400 rpm which makes them marked in red with alert. I called Thermaltake and they told me that large fans should rotate slower because they are large- it is normal. Does it sound "normal" to you? Should I worry? My graphics card shows normal temperature. The CPU (3770K) uses the fan that came with it, no overclocking).

The specs from the case web page state,
HDD Air Cooling System

1. Front (intake) : 200 x 200 x 30 mm Blue LED fan (600rpm, 13dBA)

CPU Air Cooling System
2. Top (exhaust) : 200 x 200 x 30 mm Blue LED fan (600~800rpm, 13~15dBA)
200 x 200 x 30 mm (Optional)
3. Rear (exhaust) : 120 x 120 x 25 mm Turbo Fan (1000rpm,16dBA)

I see nothing that ays 400 rpm is normal as Thermaltake tech support told me.

totally normal the whole idea is that bigger fans have bigger blades and can push more air per rotation, so they dont need to run at 3000rpm like an 80mm fan to push the same amount of air. slower speed equals less noise, less noise equals happiness, i use a fan controller personally i turn all my fans right down when not needed making my shitty samsung 1tb drive noisier than the 7 fans combined.
 


if you have hooked the fans up to the fan headers on your motherboard which you must have if you know what rpm they are at you motherboard is varying the speeds dependent on what fan profiles you have set or is set by default in the bios, if your system is not hot there is no need for your fans to be running full noise at 100% so it slows them down to make them quieter for you. if you want a noisy computer go into bios and set fan profile at max speed all the time and you will be back on here complaining my computers to noisy how do i shut it up!
 
Ha ha- thanks. This is a recording studio, noise is not welcome in any kind. Also I bought Dell 6 years ago- something wrong with the fans on it- it is loud- it starts for no reason and goes away only if I smack it in a head. I opened it- found nothing, closed- noisy again. But that is another story. No, I am not looking for noise. Honestly- I do not even know what fan 3 and 4 it talks about- I thought I have 3 fans. But, yes, they connected to Motherboard. The profile is 3rd out of 4 (with "green" would be the first. So it should run efficiently. 400 rpm makes no sense. Also how was I supposed to know which fan to connect to what power source on Motherboard? I connected them by location which one was closer georgaphically. This makes sense, right? Thanks.
 
Thanks for your reply. My Dell turned 7 y old this May, but the fan was singing from the day I unboxed it. I had incredible patience with it. I can not tell which fan does this- the sound is like wao-o-oo-oo- it gets loud and goes away if I reposition the case- kind of move it left and right. When I open it- no noise because it cools off. That computer is far behind cables inside of the desk- so hard to get it out. Can not wait for Haswell. Noise is a great excuse to rebuild and replace working computer. 😀
