I was recently changing my cpu cooler and when i got done i booted on my computer and it didn't boot.some weird smell came from it too. The fans will spin on the case and the cpu cooler. But the video card fan will spin once and stop after 1 spin. It wont display anything to the monitor and i no i have everything plugged in correctly. Any responses would be great.

It sounds like your motherboard burnt out. Does your CD drive still open up when you try powering on? Either that or you didn't put thermal gel on the bottom of the heatsink. Or got thermal gel in-between the processor and the processor's port. Any of those things can kill the CPU and the motherboard. Not sure if the lack of thermal gel on the heatsink would kill it instantly though.

Try to isolate where the smell is coming from. Telling if it's CPU v.s. hard drive will help you determine what's wrong much quicker.

I've never heard of a CPU burning out instantly from the lack of thermal compound. It usually takes some use and the PC freezes prior to burning out the proc.

You might have a damaged capacitor on the board too.

Basically, if it's over 3 years old or you don't know what you are doing (aka can't fixit yourself), it's a goner.

It's possible that the video card burnt out as well. After reading through it again, it reminded me of what happened to my COMPAQ. The 8800 GT burnt out and I couldn't see anything. After taking out the video card, the integrated graphics kicked in and I was able to set the default to Onboard. Just try taking out the video card and seeing if that works.

That's a good idea. If you have a different computer which is weak then put the parts in your other PC one by one to see what happens. If you have a different motherboard that can support your CPU then I would suggest that you try it out.
