Fans spinning, but no display

So my friend bought this used gigabyte r9 280x and it was kind of cheaper than the others (used one). So I told him to not buy it because it's too cheap and probebly doesn't work. Now he got his card and the card is making noise and the fans are spinning, but no display. What should he try?
 


1. Recheck physical GPU installation; slot and PSU cables.

2. Delete ALL previous GPU drivers AND folders from any previous GPU and do a clean-install of the most up-to-date AMD driver/utilities for the 280X.

3. If the two steps above do not work, try and install the 280X in another available PCI-e slot.

4. If none of these work, PSU could come into play but could also be the 280X itself. If another PC is available to install it in, that would definitely isolate/determine which is the issue.
