Far Cry 5 Performance on GTX 970 - Low FPS

Western Digital Blue 1TB
Nvidia Latest Drivers
Resolution = 1680x1050

Game Settings: Ultra
Resolution Scale: 1.0
Windowed Mode
FPS Lock: 60/Off
VSYNC: On/Off

With all these settings i'm getting 30-40 FPS at Ultra and 40-50FPS at Low. I have seen other people benchmarking with 60FPS at these settings but I haven't touched 60 at all. There's no Stuttering but Low FPS only.
