Files are missing

My laptop has a serious problem, I think I have a bad virus, but when i try to reset to factory settings, it says it can't because some files are missing, it says windows installation or recovery media will provide them but I've tried everything, I just want to start over but it wont let me.

have you tried going into safemode and doing a system restore to a point previous to your virus ?
