3,000 plots of land is reasonable for the smallest servers, as their total active population tallies around 9,000. That means 1 in every 3 people could have their own, but most people are in Free companies with houses anyway, so there's double the chance to have some form of house. But for servers like Gilgamesh, Leviathan and Balmung, who's populations are between 15,000 and 20,000, this is not nearly enough.

I was one of the lucky few to get in early enough for a Ward 1 Shirogane plot on Siren (pop. 9,400), but I still have friends here that didn't get a plot due to a 500+ player queue when they only logged in seconds after me. And I have never seen Siren have that large of a queue since the DDoS attacks for Heavensward and Stormblood launches. This, coupled with some players falsely reporting people en masse for RMT to trip automatic bans, made it really difficult for many people to acquire a house. I don't even want to think about what it was like on Balmung.
