Fire Strike 8461 Score but game lag & Spikes.

Hi community. Recently my PC having problem dealing with games.

I have Asus GTX 1070 Dual 8GB Series & AMD A10 6800k running games with lag and spike.

Games i had tested on. Fall out 4 on Medium and High Settings at 25-35FPS sometimes 15FPS sudden. Rainbow Six Siedge Worst.... Start the game while loading. Starts off with below 10FPS.

I did a clean installation windows 7 for my PC and the problems came. Before that it was totally fine using GTX 680. I thought my graphic cards having problem so i bought a GTX 1070 but the problems still the same. Any helps any thoughts?

Graphics Score 17 664
FPS 82.49, FPS 71,84

Physics Score 3803
FPS 12.08

Combine Score 2756
FPS 12.82

I have updated to the latest Nvidia Driver.

Is it due to my CPU unable to handle games? I even tried lowest setting but still lag with 20FPS

Monitoring shows. My GPU up to 74 Degree C and CPU 100 Degree C. I have Corsair H60 Cooler

That CPU starts throttling above 74 degrees C so somehow its running hot which is causing it to throttle and lag. Also with such a difference between CPU and GPU performance you can't just lower settings to clear it up...

AMD A10 6800k it was used to be my old PC with GTX 680.
I just changed to GTX 1070. Even not a good CPU still able to play games with low settings isn't it? but i still getting lags and spikes as long as 10FPS on rainbow six Siege. It was use to play normally 60FPS with GTX 680 and AMD A10 6800k. But after did a clean installation... couldn't play at all.. it keeps lagging.

Also with such a difference between CPU and GPU performance you can't just lower settings to clear it up, the GPU ends up "waiting" for the CPU to do its instructions, and that can cause stuttering in games.
