Please download the file and check the MD5 code first.

Solution
Correct. That new firmware is written directly into the relevant chip on the motherboard.

For a new motherboard, you can't know what version it will come with, until you actually get it and look. It may be the most recent, or that motherboard may have been sitting in the retailers warehouse for 6 months.
A Windows reinstall does not affect the firmware version on the motherboard.

si in other word the first time i install this firmware , i dont need to install again never again no matter if i format the PC in the future , should i update the bios to last version before install the firmware ? , and how i know if the mobo come with the last update firmware already installed from the factory ? is new mobo , i will build the PC probably in 5 days and i want to have all prepared

Before you Update, you NEED to know exactly what version is already on it.
Often, you can't just jump to the very newest in one step. Sometimes, you have to install these in stages.

For instance:
Comes with v1.
The latest is v5.

Some motherboards will require you to install v3 first, then v5.
This is outlined in detail at the manufacturers website.
