A blue build isn't really possible tbh, and most of the time ends up looking forced and strange.
This is the best I can do for you, I thought you wanted RGB??
You have to do a white motherboard in that case, and no blue GPUs on the market except the Palit Gamerock.

Ditto, cut back on RGB, it's a cash killer.
