Question First time builder; stupid question

First time I've ever put a pc together, (really stressful but fun experience) and I bought a cooler master 212 Black edition.

Should the fan be moving constantly while the pc is on? Right now it's silent (just sitting on home screen)
I can feel that the cooler is working but there's nothing happening with the fan.

Yes, the fan should be turning.
There are no other moving parts on that, so nothing to 'feel'.

And it may well be silent or close to it.

What are your current temps?

I've just finished the pc so the case is still open in case I need to fix anything and I can see the fan is still.
The temperature is sticking around 30 degrees C at the moment.
