Question Flash of color lines on screen please help!

I've been having random flash of colored lines on one portion of my display thats last a fraction of a second and it's very random it might only do it 1-3 times when using the pc or could be doing it 3-20 times, does it when sitting on desktop, playing games, surfing the web. I've tried different monitors, new graphics card, new power supply, new display cables and a fresh windows install and nothing has helped.
 
Power supply is built into the monitor I've bought a new monitor already and still does it. And I tried a new power supply for my pc
it seems like the only things left to rule out are the rest of your PC components and the houses electrical sockets that you plug your system into, i'm not sure if the motherboard, cpu or memory can even cause this kind problems, try moving your PC to a socket that uses a different electrical breaker, are you using a surge protector or a power splitter?

try connecting your PC and monitor do a completely different power socket without the surge protector, like your neighbor or friends house, i know it seems impractical, but if the problem persists after you do that, then it must be a problem within your system, bad surge protectors can cause voltage fluctuations, electrical problems within your house can also cause voltage fluctuations.
