Question Flickering problem [Need help]

I have a flickering problem that can be seen on video. I’ve taken out: gpu (I’m on my cpu integrated graphics), ram sticks one by one/inserted in different slots, all of the drives one by one. Replugged all the cables out and in, same on PSU. Tried to reinstall windows full clean reinstall, now it’s stuck on “preparing your windows” kinda menu, can’t see past by it cause of flickering. Checked the display on PS4 and any light space ingame/websites/full white screen everything works perfect.
Flickering started few weeks ago, it always appeared on very light spaces (like counter strike flashbang, where your whole screen is white / or most of the websites with usual white background). It didn’t flicker at any black or dark spaces. It also appears in bios. I think it might be cpu, but not sure and have no ability to replace it atm to check. Is there any suggestions to what I could do besides change cpu to check ?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You might want to get into Safe Mode and run DDU, to remove all GPU drivers(Intel, AMD and Nvidia) and then reboot the system, manually reinstalling the latest GPU driver sourced from Intel's support site.

CPU: intel i5 7600K 3.8 ghz (did overclock to 4.8 ghz 1.315 voltage, system worked better that way because of bottleneck from cpu side)
CPU cooler: not sure
Motherboard: msi z270 gaming pro
Ram: 2x 8gb Corsair 2400 mhz
2x ssd Sandisk 128 & 240 gb Kingston
1x 1000gb harddisk barracuda
Gpu: zotac 1080 AMP! Extreme
PSU: corsair rm650 75-001936 uknown how old but more than 5 years for sure
Chassis: phantex eclipse something
OS: windows 11 home activated
Monitor: Acer K272HL ebd from 2018 (some casual 60hz office monitor)

I can’t run secure mode from bios, it says:
System is in setup mode and Secure boot can be enabled after that. But I can’t see what I should push in setup of windows os cause of flickering

Go into BIOS and reset all settings back to default. Try to load the windows setup again to see if there are any improvements. This will reset the settings for the CPU OC, so make sure to write down all of the settings for the OC before you reset the settings. Have you tried with the graphics card again?
