Question Flickering white pixels on edges in all games

I've seen some white pixels that flicker where it seems textures connect or lighting changes, I'm not certain. It's not too common but I've seen it consistently reproducible inside of the tunnel in this clip:

My system specs are:
AMD Ryzen 2600X @ 3.8Ghz, 1.3V / New
MSI DUKE 1070 Ti @ Stock / New
MSI X470 Gaming Plus / New
16GB RAM @ Stock / New
ASUS VG248QE

I would like to know if there's anything I can do about this or if it's an issue with the monitor, card or ports. I have noticed it also happens on PS4 so I doubt it's the card.

Update: Also have a clip from CS:GO but have seen it in other games. -

Stuff like that usually indicates hardware issues with the GPU. Do you have an older video card to test in your machine?

Afraid not. Any suggestions?

You could take it to a shop where they work on computers and they could test it for you. Or if you have a friend with a PC you could put it in his PC I guess just spit balling here
