Network and Sharing Center -> Click the current connection -> Status -> Properties
Make sure that "File and Printer Sharing for Microsoft Networks" is checked.

If "File and Printer Sharing for Microsoft Networks" is checked and still u cant share the folder there might be the case that u have a virtual adopter enabled. if it is the case then whatever (VirtualBox, VMware etc) adapters you are using disable them and then try to share.... you can turn them on after sharing...
