Forwarding will not work

I'm having trouble with Port Forwarding on my SBG6580 surfboard. I know there was an earlier post about this same problem, but I assure you that does not resolve my problem.

I am in the process of of acquiring my A+ Net+, CERTs and am very familiar with network and PC operating systems. I brought this problem up to my professors and they are having trouble with it. (probably since they are not physically on site to debug the system) Hopefully this is my last stop because I really don't want to set up my gateway as a bridge and run a DHCP, firewall, teamspeak, dedicated, and file server on my current file server. Keep in mind I am still learning so there could be a simple step I am overlooking.

My problem is: Port Forwarding.

I have a client-file server running in my soho network. All my devices connect to it, including (2) desktops. I also run a operable Teamspeak Voice Server. Here is the problem. TS3 requires (3) ports to be open 9987, 30033, and 10011. I went to canyouseeme.org to verify the ports are open and only 10011 and 30033 are open 9987 is closed. The weird thing is my TS3 server is working just fine, I currently have 6 users connected and chatting perfectly. I have ran a dedicated Arma 3 server using TADST admin tool just fine with out opening any ports. My users can connect and play with no problems.

With that being said do I even need to open ports? Other games I try to run a server on, using the similar method as I do with Arma 3 DO not Work.

I cannot run a dedicated server for 7 days to die, Project Zomboid or Rust, nor can I properly open any ports.
I've literately just got off the phone with Time Warner Cable and they said that they do not block any ports. I have a 50mbit d/l 5mbit u/l residential connection.

Thank you for your fast response. I have forgotten to add that I've added rules to allow my firewall to open those ports. I have even just double checked and turned off all firewalls. canyouseeme.org still cannot see my ports as open. My gateway has no restricted ports.
