FPS Drop While Streaming

Intel Core i5-4670 Haswell Quad-Core 3.4GHz
SAPPHIRE DUAL-X 100373L Radeon R9 280 3GB 384-Bit
ASRock Fatal1ty Z97 Killer LGA 1150 Intel Z97 HDMI
CORSAIR CSM Series CS650M 650W ATX12V v2.4 and EPS
Seagate Hybrid Drive ST1000DX001 1TB MLC/8GB 64MB - OEM

I did overclock the GPU because my fps was dropping when I started my stream using OBS.

Also when i checked the resource monitor my ESEA Client for CounterStrike Global Offensive would take up about 20-30 cpu usage. I know thats not normal.

I have not had this problem like 2 months ago but it is starting to make my fps drop from 199-200 to 130-160

Is it my hardware problem or what should I do to fix this

When using obs what are your streaming settings? Is it 1080p or 720p also 60 or 30fps? How many monitors are running off gpu. Gpu overclock would not help with frame drops because streaming relies heavily on cpu.
