Question FPS drops and then goes back to normal ?

Hi everyone. Im really new to all this pc stuff but I know a few things, the isssue Im having is that my fps drop and then go back to normal, usually I play at 200 or 160 fps depends on the game, when Im playing everything looks fine, the temp is at 56-60 and the fps are stable, then all of a sudden my fps drop to 15 or 30 fps and then 10 seconds later they go back to normal. and its always at random moments.

Im not sure what the problem is, since I checked if anything was wrong and theres nothing wrong, the pc has around 1 or 2 weeks and is like new so i dont think is a dust problem. I checked the fans and they look normal, and something I noticed is that when my fps drop the fans go quieter, also I dont know if this is important but I checked the perfomance in task manager and saw that the cpu speed was at 5.20 or 4.36 GHz, when the base speed is 3.70GHz idk if that has anything to do with the issue. and yes all the drivers are updated.

I have a i9-10900KF @3.70GHz
Rtx 3080 Ti
32Gb ram
and a AIO CougarHelor 240 RGB

Your specs seem incomplete. Please parse the make and model of your motherboard, the BIOS version for said motherboard, the storage drives/SSD's you're working with and their free space(s) as well as the make and model of your PSU and it's age.

Have you tried uninstalling your GPU drivers using DDU, then manually reinstalling said driver with the latest off of Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator?

its always around 55 to 60 celcius thats why I dont think its overheating.
I can go and try to see the specific temp for the gpu and cpu when this happens but still not sure what the problem is.

yeah sorry about the incomplete specs I'm really new to this, the motherboard is BIOSTAR Z490A-SILVER/BIOS version 5.17/1TB SSD and 400gb free space right now, and the PSU is a EVGA 850W 80 Plus Bronze and its new like 2 weeks new.

And to answer your question, I have reinstalled the nvidia drivers manually but I haven't tried uninstalling them with DDU or running them as administrator.

Exact model of that EVGA bronze? I do not like EVGA's way of chucking out power supplies. Some are good, but some are absolute turds.

With the fans slowing down when it happens, I'm wondering if your 3080ti is doing the transient power spikes that 3000 series cards tend to do and that this EVGA bronze isn't quite liking that.

That should be a decent enough unit.

Ok so I was doing some tests and playing some games with MSI Afterburner to see what exactly happens when the frames drop, the first thing is that when im playing the temp of the gpu starts going up from 60°C to 67°C and then the gpu usage goes from 53% to 7% and the frames drop to 20, like this:

There should be a section where you can select xmp and then a 3600 speed profile.

I was suggesting chipset drivers first, then graphics drivers. Chipset drivers you can find on the motherboard page or from Intel. Google your mobo model.

Maybe it's normal.
Looks like xmp 1 is selected which is 3597 but the display shows 3500.
Perhaps someone will be along with a ya/na.

Well if you want to pick around the edges looks like there is a bios update and you can also get the chipset and ME driver if needed.

Could be anything you get to snoop and poke around.
Perhaps install hwinfo and monitor while gaming see if something jumps out.
