Fps drops & game freeze @ 100% cpu

Hi why my GTA V game freeze when my cpu reaches 100% while gpu @ 55-60%, is it bottlenecking? I just noticed it today. Is GTA V a cpu intensive game? Temps during game are Cpu@ 55-60C, Gpu@ 60-65C. Fps really drops like hell & game freeze.

GTA V settings are high & some very high.

Specs:
Asus b85 pro gamer board
i5 4460 with cooler master xdream i117
Asus gtx 960 turbo OC
12gb ram
1tb hdd
600w silverstone 80+bronze

Make sure your CPU isn't running other processes. What is the load at idle with no processes. I have a i7 3770k and 980ti's SLI and dont get a CPU bottleneck so i don't think that's your problem, but something else must be causing the high load.

Edit:
also make sure to check the individual cores to see their loads.

It's running google chrome @ the background with 3 tabs open but it can handle that i already played with more than 3 tabs open@ chrome it's just today that it freezes like this, cpu idle @35-40C, well i just checked bios the cpu core ratio was changed from auto to per core, I'll back it to auto and see it there's still freezing if this is causing it.

Still i noticed fps drops and some freezes especially when riding a car and turning on self radio making cpu usage @ 100%, there are some random fps drops too when on foot when cpu goes 100%, i really don't know what causes this maybe it's the game or maybe because my settings are set to high and some very high that the cpu can't handle much.
