Fps drops on bf4, fx 8320

I have an fx 8320 @ stock on a GA-970A-D3P rev 1.0 mobo 16gb in 4x4gb @ 1866, R9 295x2@ stock, have just done a clean install of windows 8.1 pro a few days ago, everything is updated, latest drivers just fixed with DDU fresh install of 14.12 driver, why is it that on BF4 I get drops from 90 fps sometimes to below 50 fps, someone please help me out, as I cannot overclock on my mobo and other people with 8320s get minimum of 70 fps on 64 man servers, it also does not matter what settings I use or what api in game I use, I still get the same low fps.

use a resource monitor such as the one included with msi afterburner and see if something spikes while playing and check the temps for the gpu and cpu

Usage never goes over 65% on the CPU and the gpu is sitting around 60% usage the temps are 65 for gpu and 50 for CPU I have liquid cooling btw

1920x1080 ultra pre sets, 100% resolution scale.

Do you have the RAM set up properly?
