FPS drops, please help

Please read the whole post. I upgraded to a r9 290 a couple months ago from 7870 xt and in every game I've played I've had fps drops and problems. Basically, my pc can't maintain max settings in any game without fps drops. In tf2, I now get fps drops, in bl2 I get fps drops when looking in the distance, in modded fallout new vegas and skyrim my fps drops to around 30 in some areas, sometimes to 25, in bf4 when a explosion or a lot of particles come on screen my fps drops to 10-20. I've played GTA V and I can't run the default settings without drops from 60. Basically in each game I'll get a stable 60 but when theres a lot of stuff on screen or in the distance it will just drop right down, like my pc isn't powerful enough to handle those scenes I play each of these games on max settings but on skyrim and new vegas I play on medium. I want to know if this is meant to be happening on a r9 290 or if there's a problem with my card. I feel like I've wasted my money since I feel like I should be getting a lot better performance than this. My cpu is a 8320 @ 4ghz and I have 8gb of ram, a 970a-ds3 gigabyte motherboard and a 620w seasonic psu.I've completely re installed and installed my drivers twice now and I still get fps drops but doing it has given me better performance if that helps. Also, could this be related to how my gpu is connected up to my pc?
 
Are you using any program to monitor your hardware while you play, such as MSI Afterburner? That might give you an idea of the problem. Also AMD cards are notorious for having driver problems. Sometimes reinstalling windows will fix those problems as a last resort. Which driver version are you using?
 

I'll use msi afterburner to monitor my pc when I next play GTA V. Update: After I looked at the results, it showed my gpu usage, cpu usage and memory usage kept dropping throughout and rising back up. Any idea what this tells me? Also I've reinstalled my drivers twice but right now I'm using 15.3 beta drivers, but I still had the problem with previous drivers. Also, does the reinstall of windows have to be a fresh one?
