fps issue... help

for some reason I am having performance issues with my amd 6870(limited edition) I just put together a pc for the first time. spec are: Asus p8z77 v lx, i5 3570k (not overclocked yet),amd 6870, 8gb Kingston hyper x ram 1600mhz, WD 1.5 TB HDD (pretty fast and used), corsair 750w PSU most games run fine but I am not getting the frame rates that other people get with basically the same specs. what can I do, other than lowering the graphics, that will increase my performance???

there's alot of things to take into considertaion when comparing to other peoples performence, you have the make sure you use the exact same grapichs settings ingame, exact same resolution, and even exact place in the game where u see the other dude checking his frames.
make sure you have the latest drivers for ur gpu, and you can also consider Overclocking ur gpu.( theres almost no point in overclocking ur cpu, ur gpu is the one holding you back, oc ur cpu will get you around 1-3 more frames in most games)

here are some of my games that I play most at high or ultra settings including AA at 1680x1050
Borderlands 2 50-60fps, but for some reason it spikes down to 30 at random times
Far Cry 3 25-35 fps
Battlefield 3 40-55fps
Crysis 2 40-60 fps
Bioshock Infinite 30-40 fps
I play some other newer games sometimes like Tomb Raider, Metro last Night and Medal of Honor WF and they run pretty smooth but I have not tested them yet
