Anyhoo, you're almost right except for the most important part. It's not you cones or your rods that are the limiting factor it's the brain. The visual cortex will have different areas that fire under diferent stimuli. The apperance of fluid moion is done in the brain, not the eye. Thing like colour/B&W contrast, line angles and contrasting motion (all of which help determine which way objects are going in the real world) will have an effec on the level of perception. If you trigger more areas devoted to these aspects then you will find it hard to get 'fluid motion' from the same field/frame/refresh rate. This is why things like Jump-fraggine require much higher frame/refresh rates than game aspects that are more linear in nature.
