[SOLVED] Fraction of RAM usable out of 8 GB causing FPS stutters?

I just got a new GPU (RX 5500 XT) with my APU (Ryzen 5 2400g) and was trying to run games like GTA V, Battlefield 1, Fortnite, etc. and had unplayable FPS stutters. It goes up to 130 fps for battlefield, but drops to 10 or 20 fps everytime I try to move. I have set the settings to medium/low. For GTA, I'm running at an average of 60 fps with stutters that make the game unplayable as well (this did not occur with my APU). I was thinking it would run at least 100 fps, but that's besides the point.

I believe that this is due to my RAM, since I looked up how much my PC is using, and it says 4.96 GB out of 8 GB total. Also, when I open my task manager, the RAM usage is usually at 40-60% without any programs open.

I tried the msconfig command, disabling startup apps in task manager, ending tasks, but to no solution. I downloaded the latest graphics drivers for AMD (20.8.2) so I do not think that is the problem. I tried turning V-SYNC on/off in-game. I was thinking it might be due to my APU's RAM allocation, but I cannot boot my bios for some reason after I added the discrete GPU (it takes me straight to the windows login screen)

Anyone know a solution to the fps stuttering? Is it due to the RAM usage like I thought? Thanks in advance for your help.

Also, when I open my task manager, the RAM usage is usually at 40-60% without any programs open.
If that's the case, I would try scanning for malware, as that's definitely not normal. For a high resource game like Battlefield 1 to be using 5GB RAM though is not out of the ordinary. I would also eliminate any unnecessary startups 1 at a time then test. 8GB RAM is not much headroom anymore.
