Solution

Press ~ and type Perfoverlay.drawgraph 1 and take a screenshot after a frame drop and post it here. Also check your temperatures and make sure there is no throttling.

You need more ram, 4gb really isn't recommended now days. What resolution and settings are you playing at? It won't play it totally maxed out on ultra. Turn MSAA off.

There was a guy here the other week with an overclocked fx8350 and r9 290 who got horrible fps drops too, and even I get fps drops, I end up pretty much getting the same fps as my bro with his a10 5800k and gtx 660ti (essentially the cheap athlon x4 750k cpu)

I completely overlooked the 4 GB of RAM and thought you stated the 4 GB of RAM in relation to the GPU twice. That is an issue, BF4 uses about 4500 MB of my RAM on Ultra maxed out, so it would make sense that you would get frame drops. Make sure temperatures are good, disable ULPS with MSI Afterburner, and disable all power saving features. To save RAM, make sure you are only running required programs.

There are some extraordinary cases that you cannot explain or solve with trying. R9 270, 270X, 280 and 280X GPU's are like gamble. You get good or nothing. Most have to exchange the item due to hardware related issues inside the GPU, which you cannot solve.

That FPS is absolutely not normal. That GPU is enough powerful to max out BF4 without major drops. There will always be drops but not 55 FPS at once. Even in my GT755M SLI (Overall performs close to yours and it is SLI so it should have more drops,) I do not get that much drop. I only get max 20 FPS drop. (55-75)

you don't think steam or whoever downloaded and adjusted your computer ?? when you agreed the the terms you agreed to ''with out limitation'' of your system weather it harms you or not

For reasons that include, without limitation, system security, stability, and multiplayer interoperability, Steam may need to automatically update, pre-load, create new versions of or otherwise enhance the Software and accordingly, the system requirements to use the Software may change over time. You consent to such automatic updating. You understand that this Agreement (including applicable Subscription Terms) does not entitle you to future updates, new versions or other enhancements of the Software associated with a particular Subscription, although Valve may choose to provide such updates, etc. in its sole discretion.

with out limitation -- that's the best part

origin does claim to let you opt out of that but there more insterded in collecting your data [ they say right up front ''were not spyware''] ya ok..

reason I brought that up was due to all the threads that I see about this -- all different hardware but the same issue . so to me I kinda look at other reasons and that is something you all got in common -3ed party involvement --

just makes me glad I don't have to deal with that 3ed party having full access with out limitation to my rig.. but we know its always a hardware issue

Could be other aspects of the system as well. I have not really heard of a lottery in terms of the R9 series. I have 2 270x's that REALLY overclock and perform well, and have not heard of really anybody with a bad one.
