I want someone to give me procedures on how to reduce frame rate of any game so that VGA not get overheated ??. Also can I make a default frame rate to all games through windows ??

you can turn the vsync on in games which will cap your framerate at 60fps that is your monitor refresh rate (or 75 hertz in older monitors)
If you're that desperate to stop you graphics card from overheating then you should buy a new cooler for it.Limiting your FPS won't have a big effect on its tempreratures.
Vsync, as alvine said will prevent your card from running 100%, and allow it to rest when it is rendering 60fps smoothly (and it will always have some downtime while waiting for the next frame to start).

To be more accurate, V-sync will only drop temps if you were getting more FPS than your refresh rate, which is usually 60hz, but can be as high as 144hz depending on your monitor.
