Whenever I play games, if I move my mouse, I have some freeze-frames, and it makes games almost unplayable. It doesnt happen in all games, such as War Thunder. But in World of Tanks and Roblox, it does.. I have no idea what is causing it.

It is not that visible, but you can see quite a few stutters while looking around.
I have a Gtx 760, i3-7100 and 8gb ram, there is 70% CPU usage while in World of Tanks, and I dont have many programs running in the background
Please help, because I am getting desperate
