Question Fresh build not powering up...

I've just recently replaced motherboard and cpu.

Main Parts are as follows,
Case, Corsair 570x Crystal
Motherboard, Z170 extreme 4
8gb Ram
Psu, vida lite 750w
Cpu, I5 6600k (came as bundle with motherboard, and still attached) with a stock venoscorp rgb fan (all was working in previous setup).
GPU, gtx 710 (I'm swapping it out for a 1070 when it's built and running).

So I hit the power switch and the cooler fan spins for maybe a second then stops, keyboard lights up and stays illuminated when USB plugged in. Before power button turned on so mobo is getting some power.

Does the fan do this as part of the POST process?

First build on my own.

Have you double checked all cables are fully connected e.g power supply to mobo, power to gpu, mboard cables, reseat all hardware e.g ram is in correct slots, graphics card is seated fully and there is a possibility of faulty power supply or cable ??

You should replace the unit for something reliably built. Source(borrow not buy) said reliably built PSU with at least 550W of power at the entire system's disposal.

This is a used platform, have you verified that the platform fires up without the discrete GPU?
It doesn't fire up at all, psu is brand new, I had tried with an older 500w kit in which there was a small clicking noise so I removed the water cooler and twin fan kit. I've also removed/replaced the battery for 1 that I know to have been working.

Yes Sir I removed the ram and plugged it back in again, I've also tried with and without the GPU fitted.

I had removed the GPU and it's currently not fitted now.

Its a little frustrating, I do have some new ram sticks arriving tomorrow, which I will replace the current module with the 2 x 8gb items.
