Question Fresh PC Build Bootloop Because of a Bootloop ?

my pc specs:
i3 12100f
msi pro h610m
apacer nox 2x8gb
nitro+ rx580 8gb
sx 8200 512gb
500watts cooler master psu

After the build is done, i started the pc and see that the led debug light for vga lights is on for a sec and then the pc restart without im able to reach the bios.
long story short, i have tested all of the unit above to other computer, it worked fine(including the vga and psu). whats weird is when i plug an rx6600 to this build it run just fine and im able to access the bios. so its the rx580 that is faulty, but whats weirder is when i plug the rx580 to other computer it runs fine too. maybe someone can help me solve this? what can i do to use the rx 580 on my fresh builded pc? (by the way, the rx580 is a secondhand unit i bought online and most likely have been used for mining, but it runs normal on my other established build)

Coolermaster have a number of PSU's in their portfolio that are advertised to output 500W. Which model do you own? You might want to return the GPU and invest in something brand new.

the psu is elite p500 from cooler master, but im very sure its not the psu because it can run the pc with my rx6600. now, i can't return the rx580 because there is no return policy when i buy it. i just can seek for solution or repairment to solve my problem 🙁

It's probably not this problem, but you're just asking for future disasters by powering actual GPUs with that ultra cheaply made, group-regulated PSU.
