FX-6100 clock problem HELP!

hey Guys,

i have a FX-6100 brand new with a Gigabyte 990FXA-UD3, and i seem to be having a bizarre issue with the clock speed of the CPU. When at stock clock under load of prime 95 i see the speeds go up to the normal 3.3GHZ then a few seconds later kicks it down to 2.3 GHZ then another few seconds later it kicks down to 1.4GHZ. Then repeats the process constantly. I have disabled Turbo Core in the bios as well(because i was gonna overclock). is cool and quiet causing this possibly?

I have the f5 BIOS on the bored right now, and the temps never go above 45'c so it not a overheating issue. Does anyone know why this is happening and/or possibly know what the solution is?
