FX 8350 throttling on stock cooler

So I posted this earlier after many other posts trying to figure why my PC is giving me shit FPS after I spent a lot on it and it turned out to be the heat. Now, a lot of people told me the stock cooler is useless but the answer the guy provided on my post made me hesitate so I would like a final answer here please.

The temps are 36-39 idle and 75 on load, stock cooler runs on full @6300-6500 RPM on load(considering it's louder than my AC)

Specs(just in case):

Motherboard: ASRock Fatal1ty 990FX Killer
CPU: AMD FX-8350 @ stock
RAM: G. Skill RipjawsX 8 GB(2x4GB) CL9 DDR3L 1.35v
Video Card: Sapphire Tri-X R9 290 4 GB GDDR5
Power Supply: XFX ProSeries XXX Edition 850W 80+ Bronze
Case: Zalman Z3 Plus

Please just help me out cause I need to know if it's a hardware issue before it's too late. :\

The Nepton 240M is a good choice. I believe the radiator and fans are much more silent than the seidon series and even corsair AiOs. I would have bought it if it wasn't that the H100i was 50% less as refurbished when I bought it. My FX 8350 with an H100i with the stock fans will not go above 61C and 51C when it's OCed to 4.7GHz with 1.39/1.4V. That is when I'm running Prime95 Small FFT. In games it will run much cooler, more like 40C and lower at some times. The Nepton 240M should actually give lower temps than the H100i

75 degrees is to hot for an FX chip.
You want to keep the socket temp under 72 and the cores under 62.
I would first try applying some new thermal paste, the stock thermal paste on the stock heatsink is trash.
Failing that a CM Hyper 212 is a decent cooler for its price as long as you don't plan on doing crazy overclocks.

So what is he talking about with the good temps he just mentioned? Also, if you can respond to my other thread and help me pick a cooler that would be great. Just trying to understand what's up here.I know you're thinking that I shouldn't spend that much on a cooler but I prefer to have a future proof cooler that will help me OC.

Like I said, I have been considering something more like the CM Nepton 240M as it's A LOT quieter than the Corsair's, and the performance isn't that much different. What do you think?
