i have a fx 9590 and ive had to under clock it to run it but i want to use its full potenital, im looking at a AIO watercooler, ive come across a coolermaster seidon 240v version 3
used 2 120mm fans, rpm 800-2400.

is this going to be sufficeint enough for this monster of a processor with 220 watts surging through irs cores?
the current temps run at a stupid 60-70 degrees normally hence why i underclocked it

Solution

If this is the right board then probably not, it only supports up to 140W. https://www.asus.com/uk/Motherboards/SABERTOOTH_990FX_R20/specifications/

I think that the general experience with this scenario is that it will be unstable.

You might be lucky in that the 140W limit may have been written before 220W CPU's were a possibility, but that would be a lot of over engineering.

Whats your current cooler? The temp limit before the chips starts to have problems is 60c. Whats your motherboard?

its just a fan cooler, a coolermasters jet cooler on full blast currently but ive only jsut got the processor and im refusing to use my pc till i have proper cooling for it, my motherboards a asus sabertooth 990fx r2
