G4560 passive cooling

Hi,
I want to build a silent PC and want to passively cool my CPU.

I have a mini ITX case, 4 case fans (2 intake & 2 exhaust) and a GPU that has a passive cooler.

My first idea was to get a cheap passive CPU cooler but the product description says it only works on CPU´s up to 47 Watts.
The Pentium G4560 ,however, has 54 Watts so and since I am already using a passively cooled GPU and since my case is miniITX (which means air flow should be a little different) I was wondering if thats enough to cool my CPU while gaming.

I have not planned to overclock anything in my build.
Also are there Youtube Videos showing how the CPU stays under 100°C (~210°F) without any cooler at all.
But that video only shows the stresstest for a couple minutes and I want to play games for much longer than that.
Now I´m looking for a silent solution to cool my CPU.

Also did I read of people changing the BIOS settings so that their boxed cooler only starts if the CPU reaches 70°C (~160°F) which would only happen at heavy tasks (gaming) since the stock cooler also comes with a heatsink.
The idea behind that is that the stock fan which is usually very loud would only rotate with a few RPM which would keep it quiet again.
Now I wonder if it would really stay as silent (speaking in decibels: <10db) and if you can apply these settings in every BIOS of every brand.
Or do you think the boxed heatsink without a fan would already keep it cool enough (if so, I simply wouldn´t plug the stock cooler in.

Now what is the best solution for keeping my CPU cooling system under 15db without spending more than 10€/12$

Yes. The CPU's fan curve can be adjusted through the BIOS. No. there would be a rare few that leave their CPU fan off until it reaches 70C.

No. The heatsink draws heat away from the CPU. It is then up to the fans to draw heat away from the heatsink. Without the fan the heatsink just keeps getting hotter. Attempting what you are without the experience is putting the cart before the horse which can get ugly. Do you know what happens when you don't plug the CPU fan in? The PC won't start. It won't willingly commit suicide nor is it interested in seppuku for heat's sake.

Use the stock cooler included with the 4560 per the manufacturer's instructions.

Silent is one thing. Trying to ride that razor when gaming is asking to get cut.

Use headphones.
