pc2700 is DDR333 so is fine for 166 cpu clock speed. You could try
upping the clock to 175 but I don't think you'll get much further.
What processor is showing in the POST screen?
The default speed on the motherboard is 100MHz(200fsb). The switches
/jumpers need to be set to 166MHz cpu clock (333 fsb)
(added later)
Sorry I was under the impression this was a KT400 chipset board.
If its max fsb is only 266 you need a new board.
