GA-Z170X-Gaming 3 USB not charging?

I recently used this board to build a pc, but I can't get any usb charging. Not from the ones on the front of the case nor the ones on the board in the back. Everything I've found on google talks about an On/Off charging app but it doesn't seem to support this chipset. Any ideas on where to look? Thanks.,

Could really use some help here. My phone says conencted to 500,000 ma (?) when connected to the usb port, but 1000000 when connected to different wall chargers. I've got ON/OFF usb installed from the gigabyte website but cant see anywhere in windows 10 that this is a program or setting.
