game can't find dll file after upgrading windows

I just upgraded from windows 7 to 8.1 doing a fresh install on my ssd. My games are still on my secondary drive from before (1tb hdd). When I try to open Elder scrolls online, I get a window saying a dll file is missing but i know for sure I have it downloaded (on my ssd). I'm not sure what i need to do to get the game to find the file. I'd rather not reinstall since its near a 70gb download.

Well, at the very least, it is not where the game thinks it should be. And very few games are smart enough to start searching your entire system to find a file that was not where it expected it to be.

I would suggest reinstalling Elder Scrolls. At the very least, when you did the fresh install, anything that had entries in the registry, needs to be installed again. That fresh install creates a fresh registry too.
