Question Game Feels "Laggy" or Slow motion like, while Streaming

I dual-stream Rocket League on Twitch and TT. Twitch alone runs smoothly, but when I add TT using TT Live Studio, I notice a slight lag. It's not severe, but annoying. It feels like I'm just playing the game a little slower motion even though I don't seem to have less FPS in game so I just don't understand why it's happening. I'm considering upgrading my PC to handle both seamlessly. Some days are worse than others, and despite not dropping frames in-game, the issue persists. Both platforms use NVENC encoding, Twitch at 8000 bitrate and TT at 6400, both at 1920 1080p 60fps. I play on a 240Hz main monitor with my FPS capped at 360 in game, while my second is 144Hz. I wonder if the dual monitor setup affects performance. Upgrading to a 4080 from the 3070ti seemed to help a bit as far as I can tell, but I'm contemplating a CPU upgrade next. I have a cable internet with a 40MBPS upload speed. I'm open to spending quite a bit to enhance my PC and avoid a dual streaming setup. Any insights are appreciated!
