[SOLVED] Game Lag/Priority Issue?

I'm trying to get my brother's PC to run Ghost Recon Breakpoint. His PC meets the recommended requirements for the game. For some reason, the game lags and stutters badly. I have tried nearly every solution and I am very familiar with how computers work. I think it is a issue with Windows 10 because when I click out of the game and get back in, the game suddenly lags in the menus and in game. I have no reason to believe there's an issue with the GPU or CPU. The game itself runs fine on his system BUT if you try changing something or pressing Windows key or Alt Tab, the game pretty much breaks. It also lags when starting the game even after validating files. Please help me, I have tried every soloution possible and Ubisoft is not much help.

Ryzen 7 3800X CPU (latest drivers)
Gigabyte RX 590 Twin Fan GPU
TOUGHRAM RGB 16GB(2x8GB) DDR4 3600 C18 RAM kit
Corsair RM 750 PSU
No overclocking
MSI 165Hz Gaming Monitor

If you run the game in borderless window mode does it still lag when you tab to something else? Have you tried opening Task Manager (Ctrl+Shift+Esc) while the game is running and seeing if any hardware is running 100%?

Do other games have the same issues on the PC? Some games act weird when tabbing out of full screen.

No, it only happens in Ghost Recon Breakpoint.

People on the Ubisoft forums have had issues like this. Try running as DirectX11, running as admin or experiment with the graphic settings.

The game already runs in DX11. It also has Vulkan which gives the same issue
