Question Game lagging even when GPU is not being fully used

When playing FH5 on high settings locked at 72 fps my game is lagging but my GPU is only at 40-50% usage, my laptop is set for high performance.

Here are my laptop specs.
RTX 3050 6GB
Intel 13420H
16GB DDR5 ram

Any suggestions?

nevermind i just figured it out it was a fan/thermal issue
